On that date, approved HERS Providers became ECC-Providers and certified HERS Raters became ECC-Raters. Same people, same tests, new name. Projects permitted under the 2019 and 2022 code cycles keep the HERS terminology on their forms, while 2025 Energy Code forms say ECC. The HERS name still exists, but its scope is now limited to whole-house ratings and home energy audits, which are not Title 24 compliance services. If your plans, forms, and consultant paperwork use a mix of both terms, that is expected during the transition and not a problem.

No. Under the CEC's Energy Code Compliance program, field verification must be performed by an ECC Rater independent of the parties responsible for the project's design and compliance documentation, so T24 Testing cannot verify a project that T24 Consulting documented. Ask for a referral and you will get names of independent ECC Raters working in your area.

The certificate of compliance lists every measure requiring field verification, and each project also gets a plain-language summary of what the rater will check and what the contractor needs to have ready. Compliance documentation is prepared by a certified ECC Rater who knows how these tests actually run in the field, which is the best way to avoid a failed verification late in the job.
